Estimate preparation in PWD is currently based on CPWD Delhi SoR and Data with appropriate cost indices applicable to different localities of the Kerala State. PRICE software is developed with provision to dynamically generate the data book as and when the Delhi SoR and Data analysis are revised by the CPWD. Estimate approval process is completely digitized based on Department specific workflow and delegation of powers.
The following are the main features of this module :

• - Digitization of Schedule of Rates and dynamic generation of data book
• - Online preparation of estimates
• - Observed data preparation
• - Online submission of estimates to higher offices
• - View of estimate by higher officers and editing
• - Returning estimates for correction/modification
• - Noting observations by all levels of technical Officers
• - Automatic generation of Administrative Sanction (AS) and Technical Sanction(TS) slips after according administrative or technical sanction
• - Automatic generation and updation of AS and TS registers along with issue of sanctions
• - Automatic generation of Bill of Quantities which can be exported to the e-tender portal.
• - Automatic generation of Local Market Rate justification estimates based on LMR published by Competent Authorities
• - View of current status of an estimate by all officers
• - Estimate search facility

The module envisages a complete e-platform for management of all aspects of Works right from the stage of request for such work, its architectural and structural design generation, estimate preparation and submission for administrative sanction, technical sanction, bid document generation, tendering and tender approval, award of work and agreement generation, site handover, recast and revised estimates and its approvals with supplementary agreement generation level field book, measurement book, Bill preparation, Bill payment etc. Project monitoring is also envisaged as part of this. This module development works are being done as second phase development works of PRICE software.

All technical activities of the Department are linked to its physical assets like roads, buildings, bridges etc and hence there is a pertinent need to link all technical activities to the concerned assets so there would be proper control on utilisation of financial resources and better management of assets to the required optimum level. The facility provides for control and tracking of the assets of the department with proper dissemination of asset information via online web media using GIS based technologies. The functional features include creation and updation of Database for all types of assets (buildings, roads, vehicles, furniture, equipment etc) with provision for geo-tagging with unique asset id number. It is also envisaged to provide online facility for Maintenance Management and approvals ( TME,SLTF works etc).

All public works of the Government are executed through contractors and hence it is envisaged to provide an online platform for all Government Contractors for their interactions with Departments. As a first step towards this, a Contractors portal is developed as part of PRICE second phase for providing services like contractor registration and renewal and its approval workflow with e-mail and sms messaging facility to all stakeholders. Information of submitted tenders and its status with the department, submission of documents, work order acceptance, information of a contractor works with the department with current status, e-payment facility for remittance of various types of guarantees and securities are also envisaged to made online subsequently. Agreement execution in e-stamp paper, online issue of work order, site handover etc will also be part of this.

Public Works Department renders different types of certificates and permissions like rent fixation certificates, fitness certificates, road cutting permissions, survey reports, valuation of assets, sweeping area certificate etc to other agencies, departments or common public. It is envisaged to provide an online platform for such services as part of PRICE software second phase. A public interface is planned for submitting applications for such services. The applications received for such services will be processed through the internal workflow of PRICE and results will be intimated to the public portal with e-mail and sms alerts.

All instances of PRICE software for Kerala PWD is now integrated and merged into a single instance so that user administration can be made simpler and effective. The software is now hosted in the State owned facilities with ultra modern high speed servers for faster connectivity and data processing.
